  Adhere to the overall situation of economic and social development in poverty-stricken areas by tackling poverty, and poverty-stricken areas have shown a new development situation. Characteristic industries have been growing, and poverty alleviation by industry, e-commerce, photovoltaic and tourism has developed rapidly, and the economic vitality and development potential of poverty-stricken areas have been significantly enhanced.

  How do local governments develop characteristic industries? The reporter interviewed the cadres of three counties that have not been lifted out of poverty. They introduced the practice and experience of how to combine local characteristics to cultivate special poverty alleviation industries such as planting, photovoltaic projects and cultural tourism. We must do everything possible to cultivate the industry and plant this cash cow for the poor people.

  Create a "apricot" blessing industry

  Two days ago, when I visited Airike Village in Langan, Kizil Township, Sdic Reyimu, a poor household, excitedly said to me, "Scientific management is just different. My family’s apricots should have a good harvest again this year!"

  This is Yingjisha County in Kashgar, Xinjiang, and it is one of the 10 poverty-stricken counties in Xinjiang that have not yet taken off their hats. The poverty level is deep and the task of getting rid of poverty is arduous. There is a history of planting apricot trees for more than 400 years, and almost every household has apricot trees.

  However, in the past, when the villagers planted apricot trees, they would not spend too much time looking after them, and they could collect as much as they could. In 2017, Yengisar apricots were infected with the moth-eating disease, and the apricots with long worms could not even be dried. The villagers could only watch the apricots being discarded in baskets, and nearly 90% of Yengisar apricots had no harvest.

  In 2018, the autonomous region began to vigorously implement the work of "promoting the quality and efficiency improvement of the characteristic forest and fruit industry in southern Xinjiang and helping to get rid of poverty". Taking this opportunity, Yingjisha County fought against "insects" and made every effort to prevent and control pests and diseases through biological trapping, artificial prevention and flying prevention. At the same time, we provide farmers with technical guidance in fertilizer and water management, picking and drying. Everything comes to him who waits. In the past two years, the pest disaster has slowly subsided, and apricots in 2019 have achieved high yield.

  In 2020, Yengisha County will invest more than 46 million yuan for replanting, pest control, application of organic fertilizer, grafting, pruning and technical services of 93,000 mu of fruit trees of poor households with established files. It is estimated that the commodity rate of fruit will be above 80% and farmers’ income will be above 10%.

  Apricots are good, but they still need to be sold. In order to solve the problem of selling fresh apricots in Yengisar, we actively seek support, introduce Xinjiang Fruit Industry Group, Alibaba, Juhua and other e-commerce platforms, and establish an export network. In 2018, we started selling Yengisar apricots online. In the first year of "touching the net", 20 tons of fresh apricot from Yengisar walked out of Xinjiang for the first time. Because the quality of fresh fruit is better than most apricots on the market, as soon as it goes out, Yengisar Apricot suddenly doubles in value. This year, many merchants came to order Yengisar apricots one after another.

  Next, we will continue to introduce a number of deep processing enterprises of apricot products, and make high-quality apricots into a series of products such as dried apricots, apricot skins, preserved apricots, almonds and almond oil, so as to fully extend the industrial chain of apricots and truly create an "apricot" welfare industry for people of all ethnic groups in Yingjisha County.

  Light up the road of photovoltaic

  Poverty-stricken villages have a policy inclination to carry out photovoltaic poverty alleviation. We Ninglang quickly organized application materials, and 82 villages without hats were included in the scope of photovoltaic poverty alleviation.

  82 poor villages have different traffic and lighting conditions. After watching the scene, we decided to build a centralized photovoltaic power station: it can not only speed up the construction period and improve the power generation efficiency, but also effectively reduce the operation and maintenance costs in the long run, and reserve a site for the next step of developing the market-oriented photovoltaic industry. In the end, we decided to build two Liancun power stations in Lanniqing Village and Majinzi Village, which have good traffic and lighting conditions and wide venues.

  The project started construction on November 5, 2019 and was completed for power generation on December 20. Thanks to our unique lighting conditions in Ninglang, and Yunnan Power Grid Company of China Southern Power Grid has given priority to our photoelectric access, the power generation benefit has been far higher than the design standard since the project was put into operation. After four months of operation, it has earned 3.5 million yuan. The property rights of photovoltaic power plants are owned by 82 villages collectively, and all the proceeds are also used for poverty alleviation in 82 villages that have not taken off their hats. The collective economic income of one village is guaranteed to be 50,000 yuan a year.

  How to spend the village collective income formed by photovoltaic power station income? We have also made a careful plan: we must earn income through labor and avoid raising lazy people. We use the funds as subsidies for public welfare posts such as village cleaners, water conservancy managers, road maintainers and river protectors. Each post subsidizes 400 yuan, with 20 places in each village, covering as many poor families as possible; Village cleaners and water conservancy managers in each village often take care of their families. The poor people who work nearby around the village have more income from public welfare posts, which will give them more protection against returning to poverty.

  On April 22nd, I visited Gaba Bianha, a poor household whose Red Star Village Group of Maoniuping Village Committee in Lannijing Township has been lifted out of poverty. He earned 4,800 yuan a year by subsidizing public welfare posts for photovoltaic power generation alone. Coupled with raising sheep, planting potatoes and going out to work, it is no problem to get rid of poverty now.

  During the operation of the project, the income from photovoltaic power generation is quite high. Apart from the salary expenses of public welfare personnel, we will have a slight surplus. How to divide this part? We decided to continue to feed poor villages as public expenditure, temporary assistance and small and micro rewards for the maintenance of public infrastructure in the village. With a good policy, we will make full use of it and let photovoltaic light up our road to poverty alleviation in Xiaoliangshan, Ninglang.

  In Zhaojue County in spring, flowers bloom in SOMA, and there is a sea of flowers everywhere. In the morning, I went to Nidi Township again to check the construction of Gukede Wenlv Town under construction. Chen Jinsong, secretary of the township party committee, was busy introducing me to the progress of town construction. Now, Yanqi Mountain Villa in the scenic spot has the reception conditions, and the ring road in the scenic spot has also been completed. The new village of Yi family in Wenlv town will also be completed at the end of June, and 23 villagers will soon move in.

  Zhaojue has special geographical conditions, with natural scenery such as Gukede National Wetland Park and Songtao Forest Park, and historical sites such as Boshiwa black rock paintings and Mucuonaijie slate tombs, while retaining the complete traditional cultural characteristics of the Yi people. According to this condition, we put forward the tourism development planning strategy of "one core, two wings, two lines and multiple points". That is to say, with the county as the core, Zhuhe Hot Springs and Cliff Village as the east wing, Boshiwa black rock paintings and Saladipo modern agricultural complex as the west wing, we will develop the torch ring line, the Yi cultural experience line and the new era red cultural tourism in Huopu Village and Sanhe Village.

  To develop cultural tourism, of course, there must be resources to support it. We have cooperated with the State Travel Investment Company for many times. For example, the Gukede Scenic Area is the county’s infrastructure construction, and the company builds a mountain villa hotel, and then the income is distributed. Driven by the company’s industry, villagers can earn a lot of money just by selling food locally. "Last year, more than a dozen households earned more than 100,000 yuan." I was very happy to hear Chen Jinsong’s report.

  Sanhe village has also developed well. At present, Sanhe Village Poverty Alleviation Museum and Village History Museum have been completed, and the traditional Yi village and house repair and protection at the former site of Sanhe Village have been initially constructed. A village museum reflecting the contrast between Yi area and poverty alleviation will be displayed in front of people, which is very shocking. "Now, on the one hand, we can develop homestays. In addition, the rapeseed planted can grow in June and July, which can be sold and the scenery is particularly beautiful!" Li Kai, the first secretary of Sanhe Village, said to me. Now, the village has also set up a cooperative, where girls and boys can work to increase their income, and the cooperative also has a profit share.

  Now, we are preparing for the May Day holiday. At present, Cliff Village has received a contract from a travel agency, and a large group of tourists will visit Cliff Village. In recent two days, it’s a lot to receive Professor Zhu from Yunnan to guide the protection of old buildings in Sanhe Village, and to invite people to guide the development and protection planning of Boshiwa black rock paintings. To eat this bowl of rice, we just have to do it quickly!
